The European Model for Strategic ATM Investment Analysis |
Economic activities within ATM are increasingly seen in terms of performance and cost-benefits. The objective of EMOSIA is to facilitate decision-making, by understanding the global impact on ATM performance of any proposed change, thus reducing investment risk. This will drive the ATM system development by goals rather than on the basis of adding new components to an existing baseline:
- EMOSIA is the common approach for cost and benefit analyses of European ATM projects.
- EMOSIA is a platform for making informed decisions on ATM/CNS investments and ensures that all involved parties speak the same language when deciding. The overall aim is to guarantee that the decisions are the best possible taking into account all stakeholders’ perspectives.
- EMOSIA is the first Cost and Benefit Analysis tool that is developed by the European ATM/CNS community for the European ATM/CNS community.
- With EMOSIA you make informed decisions on ATM/CNS (Air Traffic Management / Communication, Navigation and Surveillance) investments that are traceable, consistent and transparent.
- EMOSIA users are able to compare different projects in ATM, different stakeholder options and to compare the results obtained at different stages of a project.

The use of EMOSIA is open to any ATM stakeholder. Recent users include ATM programme and project managers, an individual ANSP who customised EMOSIA for its own cost and benefit analysis and Military units.
