The EUROCONTROL Air Traffic Management (ATM) Strategy for the years 2000+ (ATM 2000+ Strategy) has been developed at the request of the Transport Ministers of the European Civil Aviation Conference (ECAC), to cater for the forecast increase in European Air Traffic which will demand a quantum increase in ATM and airspace capacity. The Strategy describes the processes and measures by which the forecast demand may be satisfied while improving aviation safety. It falls within the framework of the ICAO regional and global CNS/ATM planning, the ECAC Institutional Strategy and the revised EUROCONTROL Convention.

European Convergence and Implementation Plan (ECIP) – ATM Implementation Perspective 2008-2012

The European Convergence and Implementation plan (ECIP) is the common medium-term implementation plan for air traffic management (ATM) in Europe. The ECIP document explains briefly the background to the ECIP planning process, identifies which implementation objectives support the Single European Sky regulation, and describes the current set of implementation objectives in the context of the operational improvements and benefits that they bring to the European ATM system. It also lists the agreed capacity profiles for air traffic control centres and selected terminal airspace for the next 5 years in each of the ECAC States.

EUROCONTROL Short-term Forecast - IFR Flight Movements 2009-2010

A number of European economies may have left recession behind, but the recovery in traffic growth is arriving more slowly than forecast. The decline in traffic remains broad-based, affecting all market segments and nearly all States of Europe. As a result, the regular September update of the flight forecast presents a slight downward revision for 2009.

For the moment, the traffic situation is relatively stable. In practice this means that the recovery has been more gradual than forecast and all major market segments continue to operate fewer flights than in 2008. For the low-cost segment as a whole, a return to growth is probably only a few weeks away. However, for all-cargo and business aviation even the partial recovery of the Summer is looking fragile.

EUROCONTROL Medium-term Forecast Update - IFR Flight Movements 2009-2015

This report presents an update of the EUROCONTROL Medium-Term Forecast of flights published in February 2009 (MTF09). The forecast considers the development of air traffic in Europe over the next 7 years.

The forecast update (MTF09b) is that there will be 11.6 million IFR movements in the EUROCONTROL Statistical Reference Area (ESRA) in 2015, 15% more than in 2008. By 2015, the high-growth scenario has an extra 1.2 million flights compared to the base scenario (+10%); the low-growth scenario has 1.1 million fewer movements (-11%). This forecast shows volumes of traffic that are still around four years behind those forecast in 2008, i.e. it reaches the same traffic volumes up to four years later.

Surveillance

This document defines the ATM Surveillance Strategy for ECAC from today to 2020+. The document identifies the operational drivers for change during that period and identifies the surveillance evolution necessary to enable the operational changes.

In brief it foresees (for En-Route and TMA airspace):
* The continuation of Primary Surveillance Radars where required.
* A migration to dependent cooperative surveillance (based on ADS-B) combined with Cooperative Independent Surveillance such as SSR Mode-S and/or Wide Area Multilateration.
* An increasing use of Aircraft Derived Data.
* An increasing use of surveillance data onboard the aircraft to support Airborne Separation Assistance System applications (Situational Awareness, Spacing, Separation) and later an increasing delegation of responsibility for Self-Separation to the aircraft.

The 2015 Airspace Concept & Strategy for the ECAC Area & Key Enablers

Up to 2011, airspace developments in ECAC are included within the DMEAN Framework Programme. With effect from 2020+, the SESAR ATM Target Concept (D3) is intended for application. In airspace terms, a striking conceptual evolution is envisaged between DMEAN (2011) and SESAR’s 2020+ timeframe. Given the considerable differences between the envisaged operating environments of DMEAN and SESAR, it is considered appropriate to provide a description of an intermediate step towards SESAR at 2015. To this end, a midterm step is provided in this document with The 2015 Airspace Concept and Strategy for the ECAC Area, which provides a target for airspace developments. This concept provides a means of meeting the challenging 35% traffic increase forecast up to 2015 compared to 2007 and the commensurate environmental and flight efficiency demands.
