DMEAN Framework Programme

Dynamic Management of the European Airspace Network (DMEAN) aims at optimising results from current technology and working arrangements to provide the additional network capacity needed to absorb the projected traffic growth between now and 2010, whilst also taking account of the need for military training, exercises and air operations.
The DMEAN framework programme brings together several existing Agency initiatives (capacity planning, airspace management, air traffic flow and capacity management and airspace simulation) enabling the establishment of organised and dynamic flexibility in the management of the ATM network proactively responding to the demand from civil and military airspace users. The key aspect in DMEAN is to make better use of the airspace as a whole relying on existing technologies.
The framework programme includes activities delivered/implemented both in Cooperative Network Design and in Pan European Functions spanning from network design and planning to work on coordinating and optimising the network utilisation. All these activities converge towards the delivery of the best possible ATM service on the day of operation.

Main Features

The main features of DMEAN include:
  • Clarifying and agreeing the roles and responsibilities in ATM for all participating stakeholders;
  • Improving airspace management, flow and capacity management processes;
  • Updating yearly ATM Network Operations Plan (NOP);
  • Integrating airports into network operations;
  • Improving network operations;
  • Enhancing cooperation with military authorities on airspace allocation & route activation; and
  • Incorporating military requirements into the European airspace structure design.
The operational improvements will be progressively released generating an estimated capacity increase of 10% by 2010. Shorter-term research and validation in this domain is clearly focused on a further optimisation of the above-mentioned areas of airspace, flow and capacity management. In the longer term, the work is directed towards the research into, and validation of, the operational processes required for the emerging, more integrated, ATM system envisaged under SESAR.
