ATM is moving towards a future with greater automation and technological assistance for controllers. In this, the role of the latest communications technologies will be key. The Communications Systems and Programmes Division (CSP) will take a leading role in this changing technological environment: facilitating the discussion on the choice of evolutionary technologies, developing the standards, co-ordinating the cost-effective upgrade of the infrastructures and driving the safe implementation of new applications, procedures and services.

The primary goal of CSP is to provide the framework for the realisation of a safe, efficient and cost-effective set of interoperable communications solutions to support the evolution of European ATM. This set of solutions also has to take into account the need for both global and backward compatibility.
CSP’s goals in more detail are to:
- Maintain the EATM Communications Strategy, ensuring consistency both with other parts of EATM and with SESAR – and to establish and maintain a communications roadmap in support of the overall Operational Improvements roadmap.
- Investigate and research new communications concepts and possible flexible airborne communications technologies and analyse their capacity to meet ATM communications requirements.
- Implement Operational Improvements – through efficient planning and cooperative leadership so as to achieve the buy-in of stakeholders and also the effective management and on-time delivery of divisional programmes.
- Support requests from the ICAO for the development of standards and from the European Commission for mandates with respect to the regulatory approach, implementing rules, community specifications and EUROCONTROL specifications.
