DMEAN - An operational partnership

DMEAN (Dynamic Management of the European Airspace Network) aims to deliver additional capacity, release latent ATM system capacity, improve flight efficiency and introduce a new concept for the operational planning and management of the European ATM network.

This pan-European framework programme consolidates a number of current ATM developments and improves information exchange processes to allow the ATM system to cope with demand and capacity situations in a more dynamic and fuel efficient manner. It relies on maximum operational co-operation between the European ATM partners.

The Flight Efficiency Plan, agreed by IATA, CANSO and EUROCONTROL in August 2008, brings enhanced visibility to specific urgent DMEAN and related developments that support flight efficiency and emission reductions. Given the relationship between DMEAN and the Flight Efficiency Plan, planning and monitoring of the two initiatives is combined.

Severe en-route weather network trial
A trial on en-route weather procedure was conducted between July and September 2010 to identify in advance severe weather phenomena that may impact service delivery in parts of the ATM network. The key activities addressed were planning, assessing, coordinating, actioning and monitoring. Read the results...

Flight Level Adherence Days Trial - final report published
The FLAD Trial held on 30 Sept.-1 Oct. 2010 was a success with an overall improvement in FL adherence in the upper airspace of about 10% higher Europe-wide. Flight level adherence is one step in a process that needs to be maintained and next steps such as improved timing and route adherence addressed. The Final Report has been issued on 20 January 2011. Level improvement in upper airspace during the Adherence Days
The Flight Level Adherence Days trial organised on 29 Sep. - 1 Oct. 2010 in the ECAC area has shown that considerable level adherence improvements are possible in European airspace.
