The EUROCONTROL Route Charges System is an efficient cost-recovery system that funds air navigation facilities and services and supports Air Traffic Management developments.
Fostering a secure & equitable funding of the ATM system in Europe is essential for:

Ensuring that current air navigation facilities and services are steadily financed and therefore can be continuously operated. In this respect, a secure financing is an integral part of the conditions needed for the European ATM to meet the highest standards of safety.
Paving the way for on-going and future evolutions of the European ATM. A regional cost-recovery system, based on common principles and policies is a building block for the Single European Sky and for the European ATM Master Plan (SESAR).
There is a mechanism in place for ensuring a total coherence between European SES Regulations and EUROCONTROL Principles. Furthermore, the Route Charges System has an important role to play in the context of the second SES package in preparation, in particular for the definition of incentives applicable to ANSP in relation with performance targets.

The Route Charges System is operated in a very cost-efficient way, with low collection costs (less than 0.3%).

The governance of the Route Charges System is based on:

A decision-making process involving all Member States

A regular consultation of Airspace users through well-established consultation processes
