Everything EUROCONTROL does is for the benefit of the aviation community. We therefore pay a particular attention to fostering and maintaining the best stakeholder relations possible.

Aviation stakeholders are involved in every aspect of our work. No important project or programme is thought about, developed and implemented at EUROCONTROL without prior stakeholder consultation. They broaden our perspectives and help us focus on our common strategic priorities: safety, capacity, efficiency, environment, and security.

An entire section of this website is dedicated to our stakeholders. It gives access to EUROCONTROL products and services targeted specifically at each stakeholder group.

Who are EUROCONTROL's stakeholders?

The Agency, EUROCONTROL’s executive body, cooperates closely with five categories of stakeholders:
  Airspace users
  Air navigation service providers
  Airports
  National and international aviation regulators
  The aeronautics industry
The EUROCONTROL Agency also maintains close relations with international aviation organisations such as the United Nations International Civil Aviation Organisation (ICAO) or the European Civil Aviation Conference (ECAC).
  International aviation organisations

Airspace users

Civil and military airspace users include airlines, pilots, aircraft operators and passengers.

EUROCONTROL cooperates with them through representative organisations such as the:

Aircraft operators have their own portal on EUROCONTROL's website, in which they'll find the useful information on flight plans, air navigation charges, avionics requirements, and other information of direct relevance.

Air navigation service providers

Air navigation service providers are responsible for organising the flow of airplanesin the air and on the ground in a dedicated airspace. Air traffic control is the most visible part of air navigation services.

EUROCONTROL deals mostly with the air navigation service providers of its Member States. It also has contacts with organisations that represent most of the world’s air navigation service providers or their air traffic controllers.

Airports

EUROCONTROL cooperates with European airports to optimise the interface between the air and ground sides of a flight.

We also work together on rationalising the use of two very limited resources: space on the ground and in the air close to airports, and time.

National and international aviation regulators

The highest levels of safety and capacity in air transport across Europe can only be achieved if the appropriate regulation exists and is respected.

EUROCONTROL cooperates closely with both national aviation regulators, known as national supervisory authorities, and international regulators, such as the European Aviation Safety Agency.

The aeronautics industry

The aeronautics industry includes manufacturers of aircraft, avionics (aviation electronics) and air traffic management infrastructure (radio antennas and satellites for example).

EUROCONTROL plays a pivotal role in fostering cooperation between the European aeronautics industry and other aviation stakeholders. Together we develop new concepts, manage research & development, and introduce ever more sophisticated equipment.

International aviation organisations

EUROCONTROL coordinates its activities with international aviation organisations to avoid duplicating efforts and to develop synergies between all aviation stakeholders worldwide, notably with:
