The EUROCONTROL Convention of 1960, which is its legal foundation, was revised in 1997 to take account of changes in the political and operational environment of Air Traffic Management, within which the Organisation functions.
This Revised Convention will come fully into force when it is ratified by all Member States.
Early implementation of certain provisions of the Revised Convention was sought to allow EUROCONTROL to take initiatives to hasten the delivery of an improved, safe and efficient air traffic management system and to improve and stream-line decision-making processes. This has also led to changes in the management structure of the organisation with the establishment of two new decision-making bodies: the EUROCONTROL Commission and the Provisional Council*. The Director General is now entirely responsible for the executive management of the EUROCONTROL Agency. S/he now has the right of initiative, that is, to make proposals to the decision-making bodies concerning programmes, projects and Agreements with States or international organisations.
The Revised Convention has also led to the establishment of a number of bodies to oversee transparency in our work including, amongst others, the Performance Review Commission, the Civil/Military Interface Standing Committee and the Safety Regulation Commission.
