Welcome to our Stakeholders

If you are involved, in whatever capacity, with air navigation, you matter to us. This opening page has been designed to assist you with your individual enquiries.

Life begins at 40 they say

"One sky for Europe" is around the corner. This is not a new idea. It is the concept which launched EUROCONTROL more than 40 years ago.

At a time when the European ideal was taking hold, the International Civil Aviation Organization advocated the complete integration of air traffic control services on a continental scale. It was intended to start with a few strategically located air traffic control centres to serve the upper airspace across political boundaries.

Since then, together with the other air traffic management stakeholders, we have come a long way towards a uniform ATM network. It is based, first and foremost, on the inter-operability of air navigation service systems. As we continue onwards, this strategic evolution for Europe will benefit the citizen most of all.

We at EUROCONTROL are ready to play our part in implementing the single European sky initiative of the European Union.
The world of air navigation is large and complex. As we wish to fully share our knowledge, experience and vision to increase synergies between all our stakeholders, we have tried to make things easier for you. The links below will take you directly to the information in our website that we trust is the most directly relevant to your needs. This part of the website will continue to evolve.

But before you embark on your journey, here is a brief reminder of what we stand for.

EUROCONTROL is the only pan-European agency responsible for air navigation. Our principal stakeholders, the 32 States and the European Community that are the Members of EUROCONTROL, are very much involved in everything we do.

EUROCONTROL's territory covers the entire European continent. The organisation's primary goal is to ensure the highest level of safety in the sky. Not to achieve this goal would be a collective failure.

The European airspace must accommodate the needs of both civil and military users. Safety and efficiency are of paramount importance to them. These twin objectives can only be delivered through a high degree of cooperation between all the actors. EUROCONTROL ensures this cooperation.

EUROCONTROL has been chosen as the architect for a safe, efficient and uniform European system of air traffic management. Civil and military authorities are equally present at the highest level of our organisation. We bring together regulators, airports and air navigation service providers to construct a seamless pan-European system.

In today's context, the security of air traffic management has become a top priority for all stakeholders. A concern for security is embedded in everything we do.

Our 2,200-strong staff, including many highly qualified scientists and engineers, interface daily with industry to help design air navigation systems. We also talk to the people who will operate them: air traffic controllers, airport and commercial airline planners, civil and military pilots of large and small aircraft as well as civil and military experts in air traffic management.

Your contribution as a stakeholder is essential to achieve Europe's common goals. This will benefit the citizen.
The web pages that we have developed for you will demonstrate that the role of EUROCONTROL is fourfold:
  • The institutional role of EUROCONTROL, as the managing agent for international coordination and decision-making in air traffic management in European airspace is central to the successful development of air traffic management strategies on a continental scale.
  • EUROCONTROL's management of large pan-European programmes best illustrates the executive role of the organisation.
  • The operational role of EUROCONTROL is focused mainly on optimisation of available capacity throughout the region, to match traffic demand. And we operate a control centre covering the Benelux countries and North-western Germany, one of the busiest parts of the world. This control centre is a pioneer in the introduction of new technologies and a showcase for successful civil and military international cooperation.
  • The educational role of EUROCONTROL is yet another pillar of the organisation. EUROCONTROL acts as a clearing house for best practice in all areas related to air navigation. Because of our central position in the chain, we possess a huge body of knowledge that you can draw on.
The scope of the work done at EUROCONTROL is expanding as we are moving toward the creation of one airspace continuum that encompasses the airspace at and around airports, as well as en-route navigation.

This may surprise some of you but we strongly believe that you are partners in these four roles.

Our public website is large. It simply reflects the size and diversity of our activities. As we are keen to increase our audience and stimulate awareness and understanding of EUROCONTROL's mission, we have identified various entry points to take you to the sections that you may be most interested in.
On request, stakeholders in air traffic management will also be given access to the interactive extranet "OneSky Online" whose main purpose is to encourage the sharing of information and ideas.
