Civil-military ATM coordination

A partnership of equals

Efficient cooperation between civil and military organisations is a critical element in improving the performance of the European air traffic management (ATM) network.

Over the decades, EUROCONTROL has developed unrivalled competence in this area, built around the full integration of military stakeholders into its decision-making structure.

As a result, EUROCONTROL’s military governance bodies (see factsheet on the right) ensure that military flight requirements are properly addressed at both technical and strategic levels.

A unique blend of civil and military ATM expertise

EUROCONTROL plays a key facilitating role in improving civil-military ATM cooperation and coordination across Europe. Together with its military counterparts, it contributes to achieving the following objectives:

Enforcing security through collaboration
NATO and EUROCONTROL are jointly developing an airspace security action plan which will form the basis for future airspace security requirements. EUROCONTROL also advises the International Civil Aviation Organization (ICAO) on airspace security issues.

Designing airspace for equal access
We strive to improve the performance of European airspace. This can be done by incorporating military flight requirements into the areas of regulatory harmonisation, technical interoperability and the joint management of airspace.

Jointly contributing to the Single European Sky initiative
The military are considered as equal partners in both the implementation of the Single European Sky and the research activities coordinated under the SESAR Programme. EUROCONTROL ensures that military needs and constraints are properly taken into consideration.

Advancing civil-military operational interoperability
EUROCONTROL is driving R&D efforts in the field of communication, navigation and surveillance (CNS) civil-military interoperability. This will be essential in ensuring future compatibility between State aircraft/military systems and the SESAR concept and architecture.
