Research and Development (R&D) is a key activity for EUROCONTROL. It is only through sustained innovation that Air Traffic Management in Europe can significantly improve. R&D is performed within the Agency and outside the Agency, in the programmes of the European Commission (EC), in national programmes, and in industry.
The Agency co-ordinates these programmes on a European scale in order to focus on identified R&D needs, avoid unproductive duplication, stimulate healthy competition of ideas and promote the existence of a multiform R&D infrastructure in Europe.

Within the EUROCONTROL Agency, the responsibility for R&D lies primarily with a Research and Development Centre known as the EUROCONTROL Experimental Centre (EEC) and situated at Brétigny-sur-Orge, south of Paris, France.

Constantly aware of the needs of citizens in the 21st century, and being at the centre of the European ATM research network, the EUROCONTROL Experimental Centre drives research to ensure the timely delivery of the evolutions to the ATM component of the European transport system.

CEATS Research, Development and Simulation Centre |
For the CEATS region the CEATS Research, Development and Simulation Centre (CRDS), situated in Budapest, Hungary, promotes collaborative research and development for Air Traffic Services within the region.
In close partnership with the EEC, the CRDS identifies and develops specific R&D niches such as civil/military co-ordination and others that correspond to the requirements of a Functional Block of Airspace such as CEATS.
Real time and fast time simulations are conducted, in priority, in support of the CEATS project but also to assist member states in their modernisation programmes.

Support to the validation of ATM projects |
 |
ATM projects validation is supported by the European Operational Concept Validation Methodology (E-OCVM) and the Validation Data Repository (VDR) under the guidance of the Validation User Group.
The E-OCVM is to be used within the cooperation framework between the European Commission and EUROCONTROL for the ATM Master Plan and the ACARE Strategic Research Agenda.
The Validation Supervisory Board oversees the maintenance of the E-OCVM and support material. Information is available at the validation support site.

 |
Analysis of R&D in EUROCONTROL's Programmes. The ARDEP Project collects and analyses information on European ATM R&D programmes and produces R&D project synopses which include the full list of European ATM R&D projects and their description. |

Acare ST2 |
 |
The Advisory Council for Aeronautics Research in Europe (ACARE) develops and implements a strategic approach (SRA1 and SRA2) to European aeronautics research. ACARE develops a long term commitment by all stakeholders to work in closer partnership and on the basis consensus with the aim of strengthening and reorganising R&D efforts in Europe. ACARE ST2 is a technical subteam looking at Air Traffic Management activities.

CARE |

Cooperative Actions of R&D in EUROCONTROL - CARE has been set up by the EUROCONTROL Agency to define co-operative actions which address R&D issues of high priority. Three level of cooperation are envisaged: Exchange (of information, expertise), Co-operation (to avoid duplication) and Collaboration (on a particular R&D project). This site includes all the information on the current and future CARE actions. |

The Programme for Harmonised ATM Research in EUROCONTROL (PHARE) was a collaborative research programme within Europe to investigate a future Air Traffic Management (ATM) concept. The site describes the concepts analysed, the tools developed to support the concepts, the real-time demonstrations undertaken, the validation and the results achieved, in such a manner that the information can be used by those involved in today’s research. |

Validation, which is linked to Research & Development, is key in the development of ATM services. The EUROCONTROL Agency provides on-line access to a central repository for data on validation processes: plans, methodologies, techniques, etc. |
