Salary and Allowances

Salary scheme

EUROCONTROL offers staff an internationally competitive salary & family benefits scheme. Gross remuneration is subject to an internal tax and is exempt from national income tax.

Below you will find some net salary simulations based on certain grades and personal situations. These figures are updated on an annual basis in line with inflation.

Contract staff positions

These positions are opened for a limited duration (maximum 6 years). Initially, the persons recruited as contract staff are appointed for three years, renewable once. Contract staff are considered as internal staff and have the same rights and obligations as Officials and Servants. However, the salary scheme and the grading system differ.

There are four different Function Groups (FG) with different grades:

Allowances

When a new staff member joins the Agency, he/she may also be entitled to certain allowances depending on his/her individual situation, such as:

Household allowance

The household allowance is fixed at a flat amount (164.27 €) plus 2% of the staff member's basic salary. It is granted to a staff member with one or more dependent children, or under certain other conditions.

Child allowance

A staff member with one or more dependent children receives an allowance of 301.36 € per month for each dependent child. The child allowance can be granted up to a maximum age of 26.

Preschool allowance

A new pre-school allowance for a dependent child under 5 or not yet in regular full-time attendance at a primary school will gradually be introduced over a period of five years to reach the maximum amount of 87.69 € in 2012.

Education allowance

A staff member receives an education allowance for each dependent child (as from primary school) equal to the actual education costs incurred by him/her up to a maximum of 243.55 € per month. This allowance ends when the child reaches the age of 26. This allowance is currently paid to compensate for real costs incurred by the staff (transport, registration and attendance fees).

Expatriation allowance

An expatriation allowance is paid equal to 16% of the staff member's basic salary, household allowance and child allowance. This allowance is paid under certain conditions, most notably the member of staff must have neither been a national of the State in whose territory he/she is employed, nor have habitually resided or carried on his/her main occupation whithin the territory of that state.

Foreign residence allowance

A foreign residence allowance is paid equal to 4% of the staff member's basic salary, household allowance and child allowance. This allowance is paid under certain conditions, most notably the member of staff must have never been a national of the State in whose territory he/she is employed.

Reimbursement of expenses

Other advantages include, under certain conditions, reimbursement of expenses between the moment the staff member is hired and the moment he/she actually takes up his/her duties. These reimbursements are granted under the form of:

Removal reimbursement

The expenses incurred in respect of removal costs are reimbursed to a staff member who has been obliged to change his/her place of residence in order to take up his/her duties.

Daily subsistence allowance

Before carrying out the removal and for a limited period of time, a staff member is entitled to a daily subsistence allowance. This allowance varies between 30.42 € and 37.73 € per day depending on the grade and family situation.

Installation allowance

An installation allowance of one or two months of the basic salary is paid to an established staff member who has been obliged to change his/her place of residence in order to take up duties.

Travel expenses upon taking up employment

Travel expenses may be reimbursed for the staff member, his/her spouse and dependents actually living in his/her household from the place of recruitment to the place of employment. The basis for calculating the reimbursement shall be the first-class rail fare on the shortest and most economical habitual route by rail. Supporting documents will be necessary.

Annual travel expenses

Once a year, a staff member is entitled to be paid the cost of travel from his/her duty station to his/her place of origin.

Other benefits

At EUROCONTROL Headquarters in Brussels expatriated staff have the opportunity to purchase a car that is exempted from VAT (currently 21%). This exemption can take place only once and only during the first year after establishment. Similar rules exist at other EUROCONTROL sites.
