Bridging the capacity gap |
Air traffic over Europe has been growing at an average rate of 5% every year since 2002 (with a slowdown in 2008 due to the economic crisis). The number of flights in Europe is expected to double by 2030.
The challenge faced by the European aviation sector and EUROCONTROL is therefore to gain additional capacity while maintaining the highest degree of safety, efficiency and security.
Economic benefits expected from EUROCONTROL’s capacity enhancement measures range from €200 to €500 million, based on delay-forecast simulations.

A collective and comprehensive approach to the capacity challenge |
EUROCONTROL is aware of the crucial importance of addressing the air traffic capacity crunch in order to achieve the highest levels of performance across the air traffic management (ATM) system.
We work closely with our aviation and institutional partners so as to achieve the following objectives:
Addressing the challenges of air traffic growth
In addition to traffic growth, European ATM needs to face the already tangible consequences of airport congestion and climate change. Through the independent Performance Review Unit (PRU), we regularly monitor our progress towards meeting capacity demands and reducing delays across Europe.
Jointly improving the air traffic management (ATM) network
In close partnership with stakeholders, EUROCONTROL focuses its network improvement initiatives on network capacity and operations planning, airport capacity enhancement, improved flight planning as well as airspace management and processes.
Using technology to increase capacity
EUROCONTROL has always been an active and enthusiastic supporter of the use of technological innovation to achieve greater capacity. Our researchers are developing tools and applications for the aircraft / air traffic control interface as well as enhancing equipment.
Improving air traffic flows
Our Central Flow Management Unit (CFMU) contributes to making the best possible use of available airspace in Europe by providing air traffic flow and capacity management (ATFCM), flight planning, data on airspace operations as well as data provision and reporting.
Organising and managing European airspace differently
In line with the Single European Sky initiative, EUROCONTROL plays a facilitator’s role in the development of functional airspace blocks (FABs) across Europe: the aim of FABS is to organise airspace according to functional rather than national criteria.
