Budget

EUROCONTROL is an intergovernmental organisation which is mostly financed by its 38 European Member States.

EUROCONTROL’s budget is bound to its stakeholders and its air traffic management activities in Europe since each activity has its own financing mechanisms and contributors.

In accordance with its financial regulations, the EUROCONTROL Agency published its 2008 annual accounts by 30 June 2009.

EUROCONTROL Agency operational expenditure

The Agency’s operational expenditure is financed by EUROCONTROL's Member States. It covers core and support functions of the Agency, logistics and performance improvement.

Bank loans are contracted for additional capital expenditures.

European ATM system financing

The European air traffic management (ATM) system is completely financed by aviation companies. Each company’s monthly contribution is calculated regarding the number of flights, distance flown and number of passengers.

EUROCONTROL's Central Route Charges Office (CRCO) collects the route charges via the system. Those charges finance the CRCO itself, and the rest (that is to say the tremendous majority of charges) is transferred to the national air traffic control centres.

Functional airspace blocks (FAB) financing

To optimise the capacity and usage of airspace across Europe, EUROCONTROL supports the creation of multinational air traffic control (ATC) centres. They are created based on the concept of functional airspace blocks (FAB). This means that these multinational ATC centres are independent of national boundaries.

EUROCONTROL owns and operates the Maastricht Upper Area Control Centre (MUAC) on behalf of Belgium, Germany, Luxembourg and the Nederlands. It is financed by those four countries.

EUROCONTROL Pension Fund

The EUROCONTROL Pension Fund was established in 2005 to finance obligations related to pensioners retired and staff who were granted the invalidity allowance as from 2005. It constitutes a separate category of assets of the Organisation and does not have its own legal capacity.

The Pension Fund is mostly financed by EUROCONTROL's 38 Member States. The Agency staff also contribute financially to the fund.
