Introduction

Wind-farms are seen as an integral element in the future energy schemes of many countries. However wind turbines may have a detrimental impact on the surveillance component of ATC operations.

In order to provide safe and efficient ATC surveillance whilst also supporting the development of wind energy, EUROCONTROL has developed a set of guidelines consisting in 3 main elements:
  • a framework process based on an early and constructive dialogue promoting reciprocal transparency between Air Navigation Service Providers (ANSP) and wind energy developers;
  • an assessment methodology;
  • a set of possible mitigation options.
The objective of these guidelines is to provide a framework ensuring the development of sustainable energy and the maintenance of sustainable and safe ATC surveillance.

Objectives of the workshop

The main objective was to review key submissions made during the consultation exercise.
It achieved this objective through a range of presentation made by ANSPs, EWEA and EUROCONTROL.

These presentations included evidence of the impact of wind turbines on operational surveillance systems, an example of impact assessment on primary surveillance radar and the currently available mitigation options.

Conclusions of the workshop

This workshop was one of the first concrete steps of setting up the transparent and constructive dialogue between ANSPs and wind energy as promoted within the guidelines.
