An essential part of the current communications system is the Aeronautical Fixed Telecommunication Network (AFTN) which is used to exchange flight plans world-wide. This network is based on very old technologies such as Telex (60+ years) and the relatively more recent X.25 (point-to-point communication)/CIDIN (Common ICAO Data Interchange Network). However, industry support for X.25 is due to be phased out before the end of 2009 with all such systems becoming obsolete.
New communications standards have emerged as replacements - the major one being the ICAO ATS Message Handling System (AMHS). This is based on the X.400 world-wide messaging standards and on the Internet Protocol (IP) for transmission and routing. This has set the direction of the replacement but the new standards cannot simply be superimposed onto the existing networks.
The AMHS Sub-Domain performs studies and developments required for the migration of the existing AFTN/CIDIN network to AMHS.
The following activities have been completed so far:
- The Eurocontrol Communications Gateway (ECG) project has developed two common gateway implementations to facilitate the transition of ground-ground communications to AMHS
- EUR_AMHS Profile for the interchange of ATS Messages between the international COM Centres of member states using AMHS and TCP/IP.
- AMHS Off-line Management Requirements Specification Study
- Contribution to the European Commission funded Study of AMHS Communication in Europe (SPACE) project.

To successfully achieve this migration, the following activities are planned:
- Development of Project Management Plan (PMP), Business Case Risk Management Plan and Resource Plan to support the AMHS implementation program initiation
- Development of an AMHS reference system including AMHS test tools to perform inter-operability tests to assist ANSPs ’ implementation projects
- Feasibility Studies on request to support regional AMHS implementations
- Start and maintain a commercially independent industry-wide AMHS User Group
- Organisation of Pan-European and Regional AMHS workshops to support LCIP
