The Civil/Military ATM/Coordination Tool (CIMACT) is now a software package (using Linux and coded in C++), running on specified PC type hardware which is capable of processing in real time a variety of supplied data inputs e.g.; RADAR data, track data (e.g. ARTAS), positional data, flight plan sources etc. CIMACT displays this processed air situation, using standard PC screens or Air Traffic Control displays, and has all the basic ATC functionalities. The purpose of CIMACT is to integrate civil and military air information to provide the user with a comprehensive overview of the air situation improving air traffic management.
CIMACT will enhance the safe management of airspace and air traffic, thereby contributing towards raising safety levels, reducing infringements and increasing airspace capacity. National air security is also improved by CIMACT detecting and highlighting possible renegade aircraft. This is all achieved by CIMACT improving civil/military cooperation and coordination and system interoperability within the FUA concept, aiding Collaborative Decision Making thereby enhancing the safety and efficiency of air navigation.
CIMACT is a tool which has been developed on the basis of ADMAR2000 which was initially developed by the German Ministry of Defence (Bundesministerium für Verteidigung) in cooperation with EUROCONTROL and operational in 1995.

At the request of the EUROCONTROL Provisional Council in July 2000, the EUROCONTROL Agency initiated a study to improve civil/military coordination. A “Civil/ Military Coordination Outline Action Plan” was elaborated, showing the need to develop a common co-ordination system to exchange information between civil and military units where the current system does not support it.
By the end of 2006, there will be over 90 working positions operating within different Member States.

Moreover CIMACT can now fully support States to achieve the European Single Sky ImPlementation (ESSIP) Objective: AOM12 in particular by aiding the implementation including Level 3 in the Flexible Use of Airspace (FUA) concept by providing real-time civil/military airspace availability.

- Raises safety levels and increases capacity in the European airspace by providing a common air situation picture allowing an improvement in civil/military cooperation and coordination.

- Provides commonality of service, harmonisation, upgradeability and could represent an enabler for a system-wide ATM information management and interoperability between civil and military airspace users.

CIMACT contributes to reducing costs as the CIMACT Software IPR is fully owned by EUROCONTROL and can thus be provided, free of charge, to all EUROCONTROL and ECAC Member States. States are responsible for providing the input data, data communication lines and suitable hardware. Outside ECAC, states would be required to pay a one-off licence fee to cover some of the previous development costs. However, all users are requested to contribute for any additional services (e.g. specific software maintenance, further development etc.) through a Special Agreement.
EUROCONTROL provides presentations when requested and has a demonstration system available for installation at a potential user’s site for a trial period before the user takes a decision.

CIMACT paves the way towards the European wide application of the FUA concept with new opportunities for improving civil/military cooperation. CIMACT is a reliable cost-effective operational system supporting the improvement of civil-military coordination and security which enhances the safety of air navigation in line with the Single European Sky.
