The historical mission of the CEATS Strategy Planning and Development Unit (CSPDU), located in Prague, has been, since 1999, to implement the CEATS UAC, through the CEATS Work Programme and the four CEATS UAC Projects (Operational, Technical, Human Resources, Building).
The CSPDU has been successfully managing the complex technical and operational aspects of the CEATS implementation programme during several years. It has produced documents and deliverables in all the above domain, e.g, CUAC OCD – ORD, the Airspace Plan, CEATS Military Advanced CONOPS, Contingency Plan, CEATS Overall Target Architecture, ATM System Functional and Technical Specification, CUAC HR Concept and Long term ATCOs MP Plan, BLD initial users requirements and site agreement, and so on.

Since April 26, 2007 the CSPDU has been fully committed to the FAB Central Europe Feasibility Study (FAB CE FS), launched by the CCG.
The CSPDU staff fulfils this task by providing to FAB CE FS the Project Management Coordinator (PMC), the Internal Focal Points (IFPs) to four Working Groups, expertise to all Working Groups (WGs) activities, as well as the PMO Secretariat (CPMO).
Staff belonging to CSPDU various domains, i.e. Operational, Technical, Human resources, Financial and Administrative, provide full support to the creation of documents and deliverables of the relevant WGs, based on the long lasting experience with developing regional projects and assisting in other, national projects such as the support to the B&H Department of Civil Aviation in the technical and operational part of the new ATM system tender specification and evaluation activities.
The CSPDU staff is ready to support the FAB CE Project implementation, as required, as well as any other relevant project in the European ATM domain.
