Following an agreement earlier this year to talk more openly and frequently with one another, IFATCA invited CEATS to address held its 20th annual European Regional Meeting, held from 17th to 19th October in Porto, Portugal.
This was the first time the CEATS programme was invited to address IFATCA’s key European meeting of the year.
CEATS Director Guido Kerkhofs used the opportunity to remind his audience of the very different environment in which the CEATS programme made was born, back in the early nineties as an initiative of 7 States and to remind everyone that CEATS would only affect service provision in the upper airspace above FL 285.
Employment was an issue of considerable interest to the audience. “The core concept we have is moving controllers with airspace”, Mr Kerkhofs said. “Recruitment will favour ATCOs from the CEATS State”. The model currently being developed to govern employment in the CEATS UAC is based upon the Maastricht UAC.
