ESARR 1 was developed to ensure effective and harmonised safety oversight processes and capabilities as part of the ATM safety regulatory frameworks operated in the ECAC region.

The Safety Analysis Function EUROCONTROL and associated Repository – SAFER – system is EUROCONTROL’s principal tool in its safety data analysis work, and consists of a European ATM Safety Data Repository, fed by a system of regulatory and voluntary data flows. Integrated analysis forms the basis for safety improvement measures and initiatives.

In 1997, the Ministers of the European Civil Aviation Conference (ECAC) established a formal mechanism in Europe for the multilateral development and harmonisation of an ATM safety regulatory regime, separate from service provision, within a total aviation safety system approach.
