CARE stands for Co-operative Actions of R&D in EUROCONTROL.

Rationale

CARE has been set-up by the EUROCONTROL Agency to define co-operative actions which address R&D issues of high priority making use of the fact that co-operation has value in fostering motivation and exchange of ideas, bringing together different approaches, cultures, competencies, forging common views and solutions.

CARE is meant to support the ATM2000+ Strategy calls for involvement of all relevant stakeholders in all phases of the lifecycle, making efficient use of resources through collaborative projects with extensive partnership, facilitating implementation of the results of R&D.

Approach

CARE Actions are defined individually with a limited time duration, clear objectives and well defined deliverables fitting in the EATM Research and Development structure supported by the relevant EATM domains or work areas. This explicit support is a pre-requisite for any action to be accepted in CARE. Depending on the time horizon of the envisaged action and on the width of its scope, the number of domains involved may vary. In case several domains are relevant, one of them will be considered as the leader and will take care of the CARE action co-ordination.

They will aim at a reasonable time scale for implementation which means that the results will be linked to a pre-defined schedule. They will systematically produce a set of recommendations for the exploitation of the results. They will also include an activity for the formal evaluation of their results.
Effort and care are dedicated to monitoring, reviewing and reporting progress and results of the actions, in particular within their parent domain. Mick Van Gool (SD/ESC) as EUROCONTROL Agency CARE manager will be responsible for administrative matters related to the CARE Actions and for facilitating the interfaces between them.

The R&D actions will be carried out as projects on their own, including identified funding. The origin of the funding is to be defined on a case by case basis. It is suggested that the various partners define for themselves, as a target, that a certain proportion of their R&D activity be devoted to such European co-operative actions.
