At the end of 2000 EUROCONTROL started a long term action on innovative research under the CARE framework to investigate innovative ideas applicable to ATM that could be applied from now up to 2050.
It started off by seeking inputs from a wide audience. The first step of this programme was a workshop where research institutes and university departments, not necessarily involved in main stream ATM research, were invited to participate in the discussion and development of ideas and concepts for future ATM systems.
The invitation to send in short description of ideas to be discussed with colleagues at the workshop was very successful. Some 75 ideas were received, of which 20 could be presented in plenary sessions and others were discussed in panel sessions devoted to specific areas.

It was concluded that the workshop had shown there was sufficient interest to pursue the work further and a call for study proposal was issued to submit proposals before 30 April 2001 for short preliminary studies on an idea with potential to open up new avenues in ATM research. These studies would not necessarily need to be connected with the ideas originally presented.
The preliminary studies would be fully funded by EUROCONTROL and should be complete by 3rd December 2001. Out of these study proposals some could be selected for receiving funding in 2002.
EUROCONTROL explained they would be most interested in ideas and concepts that are new to the ATM world. These may not necessarily be fully mature but they should be reasonably realistic. Ideas involving a multi-disciplined approach would be of particular interest.
