As one of the innovative Co-operative Actions of R&D in EUROCONTROL (CARE), the Innovative Route Charging Schemes (IRCS) Project has analysed the impact of changes in en-route charges in the ECAC area with respect to the demand and supply sides of ATM in a view to improve the overall efficiency of the system.
The IRCS Project has been performed by a consortium led by the University of Trieste, involving the University of Padova and Air Dolomiti.
They presented the results of the two-year study in a one-day dissemination forum covering the following subjects:
- The impact of route charges on
- Airline demand for ANS
- Airline route choices
- Passenger demand for air transportation.
- The air – rail competition on medium range trips.
- The direct economic impact of alternative charging schemes on airlines.
- Methodologies for evaluating the performance of ATC centres.
- A number of "marginal" variations to the present system in order to improve its effectiveness
- An innovative vision for a charging system that will promote integration and reduce perturbations.
