Following the liberalization of the European airline market, the number of airspace users involved in the Air Traffic Control (ATC) system is increasing year by year and their behaviours and needs are continuously evolving. In a parallel process, there is a trend towards the corporatisation of the Authorities providing the ATC services (ANSPs), which remain statutory monopolies. Demand for air traffic control has continuously increased in the last years (5-6% annual traffic growth on average) and a huge number of flights have to be controlled by ATC centres. The current mismatch between demand and capacity results in a large amount of delays for airlines, and, therefore, in a poor quality of service.
According to the above elements, this project encompasses four main objectives:

- providing a deep and sound knowledge of the behaviour of the demand for air transportation, based both on the development of quantitative descriptive models and on the results of their application and validation on specific concrete situations, using real data;
- providing a deep and sound knowledge of the behaviour of airlines in the air transportation and traffic management market, both at the tactical level (e.g., how they react to exogenous price changes in terms of flight frequencies and route coverage) and at the operational level (e.g., how they react to traffic restrictions); also in this case, quantitative models will be devised and applied on specific concrete situations, using real data;
- providing a deeper analysis of the existing airline characteristics, in order to identify relatively homogeneous families of them, for which similar attitudes and behaviours may be expected; in this case, different quantitative models will be devised and used on available data expressing airline features;
- proposing measures, mainly of economic nature, affecting route management, devoted to improve the performance of air traffic management services, and assessing their possible impact on its demand; in this case, both descriptive and normative models could be used on test cases or on appropriately devised simulated conditions.

This project is based on the findings of a preliminary study, carried out in 2001.
The project was organised in 8 work packages according to a project plan.
The project finished with a dissemination forum on 17 Feb 2004.
