René Bulin was the first Director General of EUROCONTROL. During Mr Bulin’s leadership, the Organisation took several important steps which laid the foundations for the its future: the adoption of the EUROCONTROL International Convention, the inauguration of the Experimental Centre and of the Institute of Air Navigation Services.

The establishment of the Maastricht Upper Area Control Centre was a fundamental part of Mr Bulin’s vision of fully-integrated European air traffic management (ATM) services.
