Horst Flentje embarked on several initiatives to uphold safety and pan-European cooperation, while at the same time increasing Europe’s airspace capacity. The new focus on European cooperation was supported by the amended Convention which came into force in 1986.

During his mandate, the first meeting of the European Civil Aviation Conference (ECAC) Transport Ministers was held, a meeting which led to the creation of the Central Flow Management Unit (CFMU).
