Support to Single European Sky implementation coordination
We support Member States in understanding and responding to requirements evolving from the Single European Sky regulatory framework, particularly where these have an impact on military aviation.
European civil aviation is governed by SES legislation under leadership of the European Union (EU) and is complemented by the SES ATM Research (SESAR) programme, managed by the SESAR Joint Undertaking (S-JU).
As defence and security remain under sovereign national control, European military aviation is governed by each State separately. This arrangement has created, with regard to ATM and respective SES, SESAR and EASA activities, a scenario of split responsibilities.
Therefore, effective civil-military ATM coordination has been identified as a major enabler for a well-functioning Single European Sky and the EU Member States have committed in a general statement on military issues to support SES implementation by improving civil-military coordination and cooperation between their armed forces.
We are supporting Member States by ensuring that the military aspects are considered from an early stage and throughout the development process of the SES regulations by providing support to the EC, EASA and the SJU.
Support is also given by assisting Member States in adapting their national arrangements to the SES evolutions with respect to national specific defense and security requirements.

- Military regulatory harmonisation
- Options for SES implementation by the military
- Civil-military regulatory interoperability
- Civil co-use of military aerodromes
- Civil-military safety coordination
- Assessment of the civil-military ATM coordination performance
- Coordination of the military contribution to SESAR
