NSA Coordination Platform
The PRB works and interacts with NSAs through the NSA Coordination Platform (NCP) of the European Commission as well as through its Performance Working Group.
The objective is to liaise closely with NSAs, ensure a common understanding on the new tasks related to the Performance Scheme and to develop Guidance Material for NSAs.

NSA focal points for performance Plans
The PRU maintains a list of each NSA’s Focal Points who work on developing performance plans.
Preparations for RP1 (2012-2014)
Article 3(6) of Regulation 691/2010 governs the PRB’s relations with the National Supervisory Authorities. Under the provisions of this article, the PRB can assist the NSAs on request in matters relating to the performance scheme.

Real en-route determined unit rate profile 2012-2014
The PRU has prepared standard information/data for the NSAs to facilitate the preparation of national/FAB performance plans. Enclosed is a consolidated table showing the "real en-route determined unit rate profile 2012-2014" for every State, based on the submissions made to the enlarged Committee for Route Charges (Nov. 2010).
The calculations are made in compliance with the SES Regulations (in particular 691/2010 and 1794/2006 as amended) and follow the methodology set out in Section 6.3 of the Consultation Document "Initial PRC proposals for EU-wide performance targets" for the EU27+2 States. -
Capacity reference values
According to Annex III of Regulation 691/2010 National/FAB capacity targets adopted by States and presented in their Performance Plans will be compared to the Capacity Reference Values which were provided in January 2011 by the EUROCONTROL capacity planning process, based on the EU-wide capacity target of 0.5 min/flight in 2014. In February 2011, EUROCONTROL provided a useful letter to ANSPs on the establishment of these reference values and, more generally, on EUROCONTROL's capacity planning process.

EUROCONTROL Short & Medium-term Service Units forecasts
According to Annex III of Regulation 691/2010 service units forecasts adopted by States and presented in their Performance Plans will be compared to the EUROCONTROL STATFOR forecasts. Here are the latest updated forecasts from STATFOR (May 2011), which will be used in the PRB's assessment of the performance plans. Here is the 2010 audit of STATFOR's short-term and medium-term forecasts of flight movements.
- Economic assumptions
According to Annex III of Regulation 691/2010 the inflation forecasts used by States in their Performance Plans will be checked tagainst reference forecasts such as IMF/Eurostat forecasts.

According to Annex III of Regulation 691/2010 the ANSPs' return on equity will be assessed against the actual risk incurred.
The performance plan needs to contain:
- the description of the methodology used to calculate the return on equity (if any);
- the estimation of likely business and financial risks;
- the comparison of the return on equity with the long-term State bond rate and justification for any additional risk premium.

Article 10 of the performance scheme Regulation requires NSAs to issue the documentation for the consultation meetings three weeks in advance. The airspace users have indicated to the PRU that the invitation should be sent to the User associations (updated 16.03.2011) list.
The PRB has developed the following Guidance Materials for the preparation of RP1 in close cooperation with NSAs:
- Guidance Material for the preparation of National/FAB Performance plans together with a supporting ExceI Spreadsheet (February 2011).
- Guidance Material for the revision of National/FAB Performance Targets for States having to revise their targets according to Commission Recommendation (October 2011).
The initial list of Frequently Asked Questions (FAQ) and associated answers is recorded in the attached first version of Part 4 of the Guidance Material.
It will be updated regularly to include any new questions that have been asked, with a view to facilitating the preparation of the National/FAB Performance Plans.
