Support to civil-military communication, navigation and surveillance coordination

We support Member States and relevant SESAR projects to ensure or improve the interoperability between civil and military communication, navigation and surveillance (CNS) systems.

The availability of ground and onboard CNS systems is an essential prerequisite to allow for safe and efficient management of the European air traffic management (ATM) network and thus the safe and timely flow of air traffic.

Due to their different operational needs, civil and military CNS systems and equipment serve different purposes.

For that reason, difficulties exist with regard to the interoperability between civil and military CNS enablers. These would sufficiently support the optimum use of airspace required to ensure the most efficient operation of the European ATM Network.

The modernisation of the ATM infrastructure can only achieve the expected benefits, in terms of capacity and safety gains, if the levels of interoperability between civil and military systems are enhanced to respond to advanced ATM concepts and future automation of the European ATM network.

Activities in this area include:

  • Integration of military CNS requirements into infrastructure implementation programmes (8.33 kHz, Aircraft Identification, CASCADE, Link 2000+, etc.)
  • Civil-military spectrum coordination
  • Support to SES interoperability regulations and specifications
  • Integration of civil-military CNS interoperability and technology convergence requirements in SESAR
  • Performance-based processes for equivalent certification of military systems
  • Civil-military standardisation
  • Harmonisation of Military Aeronautical Information and OAT Flight Plans
  • Military technical CNS support to National Military Authorities, Stakeholders and International Organisations
