Proposed implementation ESSIP Plan

The Master Plan consists of three consistent layers:

  • Level 1: Executive view
  • Level 2: Planning view
  • Level 3: Deployment views

The ESSIP represents the third layer (i.e. the Deployment View) of the European ATM Master Plan.

The European ATM Master Plan covers a time horizon of about 15-20 years and identifies all the R&D initiatives that need to be carried out within that timeframe to achieve the expected improvements of the ATM system.

The ESSIP plan covers all medium-term implementation decisions derived from mature developments and indicates when associated implementation actions expected from Stakeholders need to be started in the following 24 months.

The evolution of the European implementation plan is coordinated with the maintenance of the ATM Master Plan to ensure overall consistency. It begins with the preparation of implementation initiatives on which a ‘maturity’ decision needs to be ascertained before looking for ‘commitment’ to implement.

THE IMPLEMENTATION ROADMAP - FROM THE ‘HEADLINE’ TO AN IMPLEMENTATION OBJECTIVE

The implementation roadmap has two main phases, which are separated by the formal decision on commitment to implement.

The first phase consists of the analysis of the implementation initiatives (Master Plan level 2 elements) constituting the ‘Short/Medium Term Deployment Scenario’ and related strategic orientations with expert assessment on the maturity level.

This implementation flow moves from the identification of  ‘Headlines’ towards the development of ‘Outline descriptions’, once the level of maturity of the given subject has been ascertained.

The ‘Outline description’ addresses all critical points that need to be addressed and clarified with the Stakeholders before an implementation objective can be drafted.

The aim is to ensure that effective implementation maturity is reached and agreed by all parties. This maturity decision is taken in the context both of the WP-C and EUROCONTROL’s expert working arrangements.

Once the maturity decision has been taken, concrete implementation actions can be detailed. At this stage, the ‘Draft’ implementation objective is proposed for a commitment decision by Stakeholders (WPC and AAB advice, followed by SJU approval, before the Provisional Council’s endorsement).

The aim of this phase is to provide visibility of planned implementation initiatives. ‘Draft’ objectives which have not been formally endorsed are not included in the ESSIP Plan.

The second phase consists of a description of the endorsed implementation plan and is a set of implementation objectives to be assessed in the implementation progress reports.
