ATM Cost Effectiveness reports (ACE)

The ACE reports present yearly factual data and analysis on cost-effectiveness and productivity for Air Navigation Service Providers (ANSPs) in Europe.

The analysis focuses primarily on costs that are under ANSPs' direct control and responsibility, namely the ATM/CNS provision costs.

Information disclosure is an essential component of a performance review system to ensure the cost-effectiveness of air navigation services, to support target-setting and performance processes and to meet the needs of the users.

The current Specification for Economic Information Disclosure (Version 2.6) has been approved by the EUROCONTROL Director General on 31 December 2008.

ANS at airports  

 

Algorithm - weather conditions at airports (May 2011)

  • The document presents an open-source weather algorithm for implementation and local use by A-CDM groups and airport communities. It quantifies the weather conditions which have to be considered when measuring ANS performance at airports.

Measuring Operational ANS performance at Airports (May 2011)

  • This technical note describes the indicators selected by the ATMAP project for measuring operational ANS performance at airports.

ATMAP Report (December 2009)

  • The report establishes a set of validated performance indicators addressing ANS performance at and around airports (ATMAP). Some 19 major airports, their corresponding ANSPs, major airlines, the EUROCONTROL Agency and IATA were involved on a voluntary basis. Together with the PRU and PRC representatives, they comprised the ATMAP Working Group, which drafted the report.

Study on the usage of declared capacity at major German airports (Jan 2007)

  • This study analyses the relevant processes and developments within the sequence of allocating and using declared airport capacity at 5 German co-ordinated airports in the Summer 2005 schedule season.

Report on Punctuality Drivers at Major European Airports (May 2005)

  • This report analyses the drivers of punctuality at major European airports. It addresses the following areas:
    • Air traffic scheduling and air traffic management processes;
    • Measuring air transport operational performance;
    • Drivers of variability before push-back (pre departure delays);
    • Drivers of variability after push-back and
    • Possible action areas to reducing variability of flight operations.

PRB Report - assessment of revised performance Plans RP1 (April 2012)

  • This report presents the PRB overall assessment and recommendations of the revised performance plans as issued by States/FABs after the Commission’s recommendation of 23 November 2011 which requested certain States to revise their targets and associated performance plans, in order to meet the EU-wide performance targets for RP1. The individual country/FAB assessment reports are separately issued.

PRB Assessment of National/FAB Performance Plans for RP1 (September 2011)

  • This report presents the Performance Review Body’s (PRB) overall assessment of  national/FAB  Performance  Plans  for  RP1,  as  well as  PRB  recommendations  to  the European  Commission.
  • The  PRB’s  assessment  of  individual Performance  Plans  can  be found in Volume II.

PRB Proposed EU-wide targets for RP1 (September 2010) 

  • By  the  end  of  2010,  the  European Commission  is  required  to  adopt  EU-wide performance  targets  for  the  first  reference period (RP1,  2012-2014)  of  the  performance scheme established under the Single European Sky (SES) legislation.  This report sets out the recommended values and rationale for those EU-wide performance targets. It contains two separate appendices:
  • Appendix A: the initial proposals which were subject to written consultation.
  • Appendix B: the Comment Response Document.

PRC Review of economic aspects of the SES Performance Scheme (March 2010)

  • This report focuses on the economic aspects of the SES Performance scheme. It provides financial simulations of the impact of different risk sharing models and different scenarios for traffic and cost growth on ANSPs and airspace users.

PRC Review of Performance Planning (November 2009)

  • This report provides a factual and independent review of local and regional Performance Planning, consultation and management processes in a sample of fourteen voluntary States/NSAs/ANSPs. It also presents conclusions and recommendations for the implementation of the SES II Performance scheme.

PRC Evaluation of FABs (October 2008)

  • This report prepared by the PRC provides a factual and independent assessment of Functional Airspace Blocks (FAB) initiatives at 1 July 2008.

PRC Evaluation of the Impact of the Single European Sky Initiative on ATM Performance (December 2006)

  • This report presents an independent evaluation of the impact of the SES initiative on ATM performance in the Member States and associated States of the European Union.

Studies 

2010 U.S./Europe Comparison of ATM-related Operational Performance report (April 2012)

  •  This study was produced jointly by the EUROCONTROL Performance Review Commission and the Federal Aviation Administration Air Traffic Organization System Operations Services. It updates the first report, which was published in 2009, based on year 2008 data.

Econometric Cost-Efficiency benchmarking of Air Navigation Service Providers (May 2011)

  • This technical note sets out the results of an econometric analysis of the cost-effectiveness of air service navigation provision. The study has been commissioned to Competition Economists Group (CEG) experts by the Performance Review Unit.

European airline delay cost reference values (March 2011)

  • This report is a reference document for European delay costs incurred by airlines, both at the strategic (planning) and tactical stages. It was produced by the University of Westminster, and is an update and extension of earlier work produced by them.

US/Europe Comparison of ATM-related Operational Performance (October 2009)

  • This report makes a high-level comparison of ATM-related operational performance between the US and Europe. It was jointly produced by the PRC and the Air Traffic Organization Strategy and Performance Business Unit of the US FAA.

Technical note - Vertical Flight Efficiency (March 2008)

  • This technical note seeks to estimate the impact of ATM on vertical flight efficiency.

PRC Evaluation of Civil/Military Airspace Utilisation (November 2007)

  • This report reviews the sharing of European airspace above FL195 and use of shared airspace for civil traffic and military activities in 2005. It identifies best practices and enablers to maximise the usage of airspace. It addresses airspace in seven States: Belgium, France, Germany, Italy, Netherlands, Switzerland and the United Kingdom, focusing on European core airspace.

Cost Benchmarking of ANSPs: A Stochastic Frontier Analysis (November 2006)

  • This report presents the results of an econometric analysis of the costs of Air Navigation Service Providers in Europe.

Legal and Cultural Issues in relation to ATM Safety Occurrence Reporting in Europe (September 2006)

  • This report documents the results of a PRU survey of each State in relation to legal and regulatory provisions likely to impede safety reporting. The results have been verified with each State or Air Navigation Service Provider concerned

Report on the impact of fragmentation in European ATM/CNS (April 2006)

  • This report documents the results of a study that has evaluated the impact of fragmentation in en-route European Air Traffic Management and Communications, Navigation and surveillance (ATM/CNS).

Report on Complexity Metrics for ANSP Benchmarking Analysis (April 2006)

  • This report defines complexity indicators for application in the context of ANSP benchmarking analyses.

A framework of indicators for the potential influence of ANS on air traffic safety in Europe (April 2006)

  • This report develops a framework of indicators aimed at supporting the steering of air traffic safety in Europe.

Costs of Air Transport delay in Europe, ITA (November 2000)

  • The aim of this study, which is sponsored by the EUROCONTROL Performance Review Unit, is to improve understanding of the various aspects of air transport delay costs and to assess unit costs of the various types of delays that occur either airborne or on the ground.

Progress towards Cost Benchmarking of the European ATM system (July 2000)

  • The study has been performed by the Performance Review Unit with the assistance of the EEC at Brétigny.
    The subject of this study is to develop a framework for the cost benchmarking of the European en-route Air Navigation Services (ANS).

The PRC´s European ATM Performance Measurement System (June 1999)

  • This document proposes a top-level structure of Key Performance Areas and associated performance indicators to measure the performance of Air Traffic Management. It is intended to be a living document that will improve as experience is gained.
