EUROCONTROL’s designation as the Performance Review Body of the SES
In September 2010, EUROCONTROL accepted the European Commission’s designation as the Performance Review Body (PRB) of the Single European Sky (SES).
The designation is to "EUROCONTROL acting through its Performance Review Commission (PRC), supported by the Performance Review Unit (PRU)". It is valid until 30 June 2015.
Separately, the European Commission appointed Mr Peter Griffiths as PRB Chairman until 30 June 2015.
This designation is the recognition of PRC/PRU’s 12 years' experience and expertise in monitoring performance, benchmarking and identifying reasons for differences in ANSPs' performance levels, and setting high-level quantitative targets for improvement in a number of key performance areas.
The purpose of the PRB is to assist the European Commission in the implementation of the performance scheme and to assist the National Supervisory Authorities (NSAs) on request. The PRB’s complete list of tasks is described in Article 3 of Regulation 691/2010. Two of the PRB’s key tasks include:
- advising the European Commission in setting EU-wide performance targets and assessing National / Functional Airspace Block (FAB) Performance Plans.
- monitoring the performance of the system in four Key Performance Areas: Safety, Capacity, Environment and Cost-Efficiency.
The Performance Review Body is composed of the 12 Members of the PRC plus the PRB Chairman, Mr Peter Griffiths, appointed by the European Commission until 30 June 2015.
The PRB reports directly to the European Commission.
