Network Management operations and systems validation

EUROCONTROL provides ATM expertise in the field of Network Management to refine SESAR target concept elements through contributions to operational and technical work packages.

An incremental approach is scheduled for the whole SESAR Work Programme to allow for a progressive development of the target concept as follows:

  • Q4 2011: Time-based operations,
  • Q2 2015: Trajectory-based operations,
  • Q4 2016: Performance-based operations.

This will be translated into the following phased deliveries:

  • Real-time update of airspace status and integration of operational air traffic flight plans (OAT FPLs), integration of AOP, network crisis management, performance regulation, from calculated take-off time (CTOT) to target time of arrival (TTA), interoperability between aircraft operators and network manager, initial user-driven prioritisation process (UDPP) and short-term ATFCM measures (STAMs);
  • Limited SWIM implementation, collaborative NOP (network operations plan), network application of free-route airspace, 4D trajectory management, UDPP extended to en-route and dynamic airspace management;
  • Full SWIM interoperability, dynamic mobile areas, dynamically shaped sectors, free routing from TMA entry to TMA exit, advanced network operational planner (NOPLA) applications supporting enhanced UDPP.
