The following documents describe the way to develop ESSIP objectives in detail. The aim is to assist all those involved in the definition and development of ESSIP objectives in understanding what information should be included in the ESSIP objective detailed description and how it should be presented.

The following templates are currently being adapted in line with the new SESAR WP-C ways of working.

Outline Description

SESAR Objective

The SESAR objective detailed description has been split into five parts to ease the description of detailed guidelines.  For ECIP objectives, the same template applies.

SES Objective

The SES objective detailed description has been split into seven parts to ease the description of detailed guidelines.


The Single European Sky legislation obliges States to report annually to the European Commission on the implementation of the four basic regulations and related implementing rules. The SES reporting cycle begins with the receipt by Eurocontrol of the States Annual Reports (Part III - Chapter 14 and Chapter 15 of the LSSIP Year 2011). These are analysed and a report is submitted to the European Commission containing relevant recommendations. Following this, an updating of the templates is carried out reflecting legislative changes and conclusions drawn from the reporting period. The updated templates are then made available by September each year. Throughout the cycle are interested stakeholders are consulted and informed on the development of the templates.
