ESSIP Plan

The ESSIP Plan contains the detailed ‘Active’ implementation objectives and Stakeholder Lines of Action (SLoA) to be achieved within coordinated time scales. Its target audience includes planning staff from the various stakeholders participating in the ESSIP, both at European and national level. Each ESSIP objective is considered as one ‘route’ that leads to meeting the agreed performance targets. ESSIP objectives bring tangible benefits to the European aviation community in terms of increased safety, capacity, cost-effectiveness and reduced environmental impact. It is produced every year.

Status of ESSIP implementation objectives

Each ESSIP implementation objective is categorised according to the level of decision-making that it has obtained.

The objective will pass through various stages in its lifecycle. Some of these stages reflect the progress of the programme that the objective supports; some track the evolution of  individual implementation actions that are not linked to specific programmes.

ESSIP currently has four main types of objective status:

  • Draft - The topic for implementation has been confirmed and an associated ‘Outline Description’ has been approved by the WP C.02 or relevant working arrangement (Team/PSG). Draft objectives are not included in the ESSIP Plan document (except when featured in a table) but information on them is available on the website
  • Active - The development work has started and the feasibility and cost-benefit (where relevant) of the implementation objectives have been confirmed and accepted by WP C.02 and working arrangements; it has been approved by the AAB, the Agency Advisory Body. Local implementation planning needs to be translated into implementation actions at national level. The LSSIP documents cover the implementation objective and its associated SLoAs in detail.
  • Achieved - The objective can be considered as completed, i.e. most SLoAs have been finalised by all or nearly all stakeholders; initial operation has started at least in a given area. However, monitoring might continue through the LSSIP process for those stakeholders which have not yet finalised all SLoAs.
  • Removed - The objective has been removed from the ESSIP because it has been replaced or renamed, or it no longer makes a significant contribution to European ATM network performance.
