Deployment programmes
EUROCONTROL helps to ensure full consistency and continuity between technological developments resulting from the SESAR Programme, as well as those across a wider spectrum of activities to enable optimum performance of the European ATM network.
Flagship deployment programmes
Specific programmes addressed through deployment activities are:
- DMEAN: consolidates a number of current ATM developments and improves information exchange processes to allow the ATM system to cope with demand and capacity situations in a more dynamic and fuel-efficient manner;
- CASCADE: coordinates the European implementation of ADS-B (Automatic Dependent Surveillance Broadcast), a surveillance technique that relies on aircraft broadcasting their identity, position and other aircraft information;
- Link 2000+: addresses the capacity shortage by providing controllers and pilots with a second communication channel: air/ground datalink;
- 8.33 kHz: introduced a further channel split in radio communications between air/ground and monitors the introduction of this frequency in European States.
- Mode S: coordinated the European implementation of this surveillance technique - a technique which is already deployed across much of Europe and achieving operational and technical benefits.
We are also heavily involved in the deployment of:
- ATC improvements such as arrival management and conflict management;
- collaborative decision making (CDM) at airports;
- digital AIM (Aeronautical Information Management);
- airspace planning, including ATM procedures; and
- helping to promulgate flight efficiency best practices.
Additional support services are delivered on request, including the EUROCONTROL Implementation Service (EIS) and some surveillance services, funded by the service users.
Key areas of support to stakeholders
Related activities cover the following key areas:
- Surveillance services: This comprises a common development and support structure for surveillance products such as ATM Surveillance Tracker and Server (ARTAS/CAMOS).
- Code management: In the European region, each flight operating is given a unique code. In order to avoid code conflicts or shortage in the future, the Agency is involved in projects such as Aircraft Identification, due to be operational before the summer 2012.
- Communications management: We enable the appropriate communication infrastructure to support the most cost-effective exchange of information between airspace users. The main activities concern enhancements to the current communications infrastructure and the preparation of future communications.
- Frequency management: We ensure that existing frequency bands presently utilised by the aviation community are fully and efficiently used and managed.
- Navigation: We help to ensure a seamless transition to performance-based navigation (PBN). This work covers operating the RVSM Monitoring Agency as requested by ICAO, implementation of P-RNAV and activities such as Approach Procedures with Vertical Guidance (APV).
- Regional Monitoring Agency: The responsabilty of the RMA is to verify the approval status of aircraft flying RVSM; monitor generic and individual aircraft height keeping performance; and conduct annual safety evaluations submitting results to EANPG.
