Conformity Assessment

In general terms, conformity assessment is a demonstration of compliance with the Essential Requirements (ERs) and relevant implementing rules (IRs) for interoperability.

To this effect, the interoperability Regulation (EC Regulation No 552/2004) has adopted the principles of the New Legislative Framework and, since 20th October 2005, requires manufacturers to accompany constituents with an EC declaration of conformity or suitability for use. It also requires air navigation service providers to verify compliance of EATMN systems before an EATMN system is ‘put into service’.
By April 2011, all ATM systems in operation, irrespective of when its operation commenced, will require interoperability compliance documentation (Art. 10.2 – interoperability Regulation)

As the provisions of the interoperability Regulation are not sufficient to avoid divergent approaches by manufacturers, Air Navigation Service Providers (ANSPs) and National Supervisory Authorities (NSAs), it has been decided to establish a Conformity Assessment Task Force and to create a guidance material.

EC Declaration Forms

For the verification of compliance of constituents the manufacturer shall declare compliance with the specified regulatory provisions by issuing an EC declaration of conformity or suitability for use.

For the verification of compliance of systems the ANSP shall declare compliance with the specified regulatory provisions by issuing an EC declaration of verification accompanied by a technical file.
