ATM Master Plan and system view
EUROCONTROL maintains the ATM Master Plan on behalf of the SESAR JU. Our contribution covers the development and maintenance of a consolidated system view including an operational concept, overall technical architecture and a consolidated business case.
The principal element of this workstream corresponds to EUROCONTROL’s contribution to the SESAR Joint Undertaking (SJU) work packages covering R&D transversal areas (WP 16), Target concept & architecture maintenance (WP B) and Master Plan maintenance (WP C). Significantly, EUROCONTROL is the lead organisation for WP 16 and WP C.
Master plan maintenance
Master Plan maintenance activities consolidate the various development and deployment components into a single consistent Master Plan for Europe. EUROCONTROL assists the SJU with a range of skills derived from its pan-European perspective, military representation and interface with the ESSIP (European Single Sky Implementation) mechanisms. The work focuses on:
- consolidating proposals to update and evolve the Master Plan in order to support decision-making at SESAR Administrative Board level;
- providing managed processes to ensure the maintenance of the Master Plan;
- developing deployment scenarios;
- developing the regulatory and standardisation roadmaps and finance plans;
- coordinating with EUROCONTROL stakeholders.

R&D transversal areas
This Work Package develops the framework and common methodologies needed in the fields of safety, the environment, contingency (service continuity) and human performance. The objective is to develop an integrated management system adapted to SESAR in order to support the expected performance improvements.
Target concept & architecture maintenance
WP B provides strategic and conceptual guidance for the entire SESAR Work Programme to ensure the consistent development of SESAR improvements. EUROCONTROL provides its technical expertise:
- to support the development of the performance framework in collaboration with the SESAR partners, including end-users;
- to contribute to the development and maintenance of the Target Concept;
- to lead the development and maintenance of the overall system architecture;
- to contribute to the consolidation of the performance analysis of the ATM concept.
