Flexible Use of Airspace (FUA) Indicators |
An important task at Airspace Management (ASM) Level 1 & 2 is the continuous monitoring of the efficiency of the application of the Flexible Use of Airspace (FUA) Concept using appropriate FUA Indicators*.
At this stage only two categories of indicators have been developed - the FUA Use Rates (FUR) Indicators and the Flight Economy Indicators (FEI):
- The FUA Use Rates Indicators are meant to provide information about the rate of availability of the FUA airspace structures and about the interest of the users in those structures;
- The Flight Economy Indicators provide information about the possible economy or lost – in terms of distance, flying time, fuel consumption or the savings in carbon emissions – to be expected by the users while using FUA airspace structures.

Other Flexible Use of Airspace (FUA) Indicators are under development in order to monitor the Air Traffic Management (ATM) performances against civil and military airspace users needs and for the assessment of the FUA effectiveness in terms of impact on civil and military airspace users, ATM services provision and civil/military co-ordination (e.g. Military Key Performance Indicators).

Statistical Assessment of Flexible Use of Airspace (FUA) Operations |
Current FUA Indicators are automatically processed with the EUROCONTROL software package called FUA Indicators Statistical Assessment Software (FIND) which provides detailed information on:
- the availability of conditional routes according to daily Conditional Route Availability Messages (CRAM) information :
– Rate of CDR Availability (RoCA);
- the usage of conditional routes during periods when the route was opened :
– Rate of Aircraft Interested (RAI) in changing their Flight Plan
– Rate of Actual Use of CDR (RAU);
- the gains associated with conditional route usage, in terms of distance, fuel economy and other factors :
– Potential Flight Economy (PFE),
– Flight Economy Realised (FER);
– Flight Economy Lost (FEL),
– Flight Economy Offered (FEO);
– Actual Flight Economy (AFE).

The calculation of the Flexible Use of Airspace (FUA) indicators is made three times a year for the 5 weekdays during the same Week every year of the winter, summer and autumn periods for comparison purposes.
