Air Traffic Management (ATM) Procedures

Overview

Operating procedures are required for ATC for the introduction of new concepts or technologies as well as improved procedures for existing technologies.

This includes new radar identification and controller techniques for ADS-B, new phraseology and new separation minima. The uniform application of the ICAO airspace classification below FL195 is expected to be confirmed by the airspace strategy review. The monitoring of existing ATM procedures is expected to lead to dedicated actions to reduce controller/pilot operational errors.

The ECAC-wide harmonisation of ATM procedures activity will assess and propose solutions to differences to ICAO Annexes & Standards and Recommended Practices between European States and with FAA and NAV Canada.

Better understanding of wake vortex behaviours makes it possible to place aircraft into different categories thereby enabling the reduction of separation minima and increasing capacity by having aircraft closer together whilst still maintaining safety levels. This activity area will build on the research phase and develop detailed concepts, validation and proposals for amendment to relevant ICAO documentation.
