Up to 2011, airspace developments in ECAC are included within the DMEAN Framework Programme. With effect from 2020+, the SESAR ATM Target Concept (D3) is intended for application. In airspace terms, a striking conceptual evolution is envisaged between DMEAN (2011) and SESAR’s 2020+ time frame. Given the considerable differences between the envisaged operating environments of DMEAN and SESAR, it is considered appropriate to provide a description of an intermediate step towards SESAR at 2015. To this end, a mid-term step is provided with the 2015 Airspace Concept and Strategy for the ECAC Area, which provides a target for airspace developments. This concept provides a means of meeting the challenging 35% traffic increase forecast up to 2015 compared to 2007 and the commensurate environmental and flight efficiency demands.
In line with SESAR, the 2015 Airspace Concept and Strategy is performance driven. As such, the 2015 Airspace Concept and Strategy create a link between airspace changes and performance targets.

The 2015 ECAC Airspace Concept |
Main features of the 2015 Airspace Concept include:
- The ‘packaging’ of en route and terminal routes, optimized trajectories, airspace reservations and ATC sectors into Airspace Configurations which are designed and dynamically managed together to respond flexibly to different performance objectives which vary in time and place
- Airspace Configurations activated through integrated collaborative decision making processes at national, regional (FAB) and European airspace network level reflected in the Airspace Network Management component of the 2015 Airspace Concept

In as much as the 2015 Airspace Concept is an evolutionary step to SESAR, it is also an evolutionary step from DMEAN. The extension of DMEAN’s notion of airspace scenarios is extended to Airspace Configuration by offering more dynamism and explicitly extending this notion into Terminal Airspace.
Significantly, the 2015 Airspace Concept expressly includes environmental objectives and envisages the use of optimum trajectories which are a precursor to SESAR’s business trajectories. Given the 2015 time frame of the airspace concept, autonomous separation is not included, in line with the SESAR ATM Deployment Sequence (D4). In accordance with operational requirements, the current airspace classification provisions at or below FL195 remain applicable in the 2015 Airspace Concept. This uniform application together with the introduction of the Toolbox of additional rules will facilitate the rationalisation process, which is an aim of the SESAR ATM Target Concept.

For such a concept to become a reality, components of the airspace network, airspace structures, processes and systems both air and ground will have to evolve in four Strategic Streams :
- Terminal Routes and Structures
- ATC Sectors
- ATS Routes and other Structures
- Airspace Network Management

The Airspace Strategy describes how the concept will be achieved using 35 Strategic Steps spread across the four Strategic Streams.

Achievement of the Concept can only be possible by the timely availability of Enablers. Enablers of the 2015 Airspace Concept and Strategy cover a broad range: in general terms, they include political impetus and agreement to the 2015 Airspace Concept and Strategy, and at a technical level they include airborne and ground Enablers. Recognition is called for in the document, of the fact that the mandate of some enablers may be necessary if the Concept is to be achieved. In terms of Enablers, lessons learned from past experiences are crucial to the success of the 2015 Airspace Concept and Strategy.

The 2015 Airspace Concept and Strategy and Key Enablers are intended for use by all airspace stakeholders. This includes Regulators, ANSPs, civil and military Airspace Users and other actors such as the CFMU.

The 2015 Airspace Concept & Strategy document should be viewed as a living document, particularly in term of the availability dates identified for each of the Key Enablers. As such, it is planned to review the document every two to three years so that the strategic steps can be updated and refined.
