Airport Operations Programme (APR) |

The EUROCONTROL Airport Operations Programme (APR) was launched in January 2002 with the objective of providing stakeholders with fast, easy to implement and cost-effective solutions to help enhance safety, capacity and efficiency whilst remaining environmentally friendly.
The Programme consists of five core activities:

Due to the success of this Programme, work has been extended to incorporate assistance with implementation, continuation in enhancement within the above four areas and the development of additional operational improvements.
These activities will also integrate airports fully into the Network planning process, and into the Dynamic Management of the European Airspace Network (DMEAN)concept of operations, and will also form significant inputs into Single European Sky ATM Research (SESAR).

Airport Collaborative Decision Making (A-CDM) |
This activity comprises of:
- Raise awareness and ongoing support to implementation;
- Introduce Airport CDM concept to new airports;
- Enhance and validate new A-CDM concepts with airports;
- Integration of airports into the European ATM Network;
- Integrate A-CDM and DMAN;
- Training and courses.

Airport Surface Management / Airport Safety |
The Airport Surface Management and Airport Safety (ASMAS) Project comprises two main areas of activity; A-SMGCS and Airport Safety (formerly separate projects). This combination has been driven by the common objective of developing technologies to prevent runway incursions and will enable EUROCONTROL to make best use of resources, avoid duplication of effort and minimise the workload on stakeholders. The ASMAS project also aims to enable improvements in airport throughput, efficiency and a reduction the environmental impact of operations though the development and validation of operational concepts, procedures and technologies.
All activities of ASMAS are being closely coordinated with stakeholders, including not only those within Europe, but also the FAA and ICAO.
This activity comprises of:
- Support Implementation of A-SMGCS Levels 1 & 2;
- Further develop Advanced Surface Movement Guidance & Control System Levels 1 & 2;
- Define vision and road map for future developments:
- Safety Nets;
- Integration of Arrival Manager, Departure Manager, Airport CDM and A-SMGCS;
- Surface Movement Radar Assessment;
- Foreign Object Damage;
- Vehicle Guidance and Human Machine Interface developments.
- Identification and development of Best Practices in Runway Incursion prevention;
- Provide support to Local Runway Safety Teams fora;
- Standardise training for Airport Surface Operations;
- Aerodrome Resource Management courses;
- Further develop the European Action Plan for the Prevention of Runway Incursions;
- Support to European Commission projects;
- Training and courses in support of project deliverables.

- Delay Analysis and Mitigation through implementation of ACE and A-CDM when and where appropriate;
- Airport information to winter Network Operation Plan;
- Contribution for Air Traffic Flow & Capacity Management (ATFCM) / Capacity Enhancement Function Capacity Plan;
- DMEAN Coordination;
- Airport Delay analysis;
- Airport Capacity Analysis;
- Develop and maintain delay and capacity analysis, capacity enhancement and planning support tools;
- Maintain and develop Enhanced Runway Occupancy Times (ROT) Reduction Techniques;
- Develop Airport Capacity related Key Performance Indicators;
- Support ongoing implementation activities;
- Training and courses.

- Time-Based Separation;

This activity is currently undertaken by the Airport Surface Management & Safety, and Support to DMEAN & ACE projects. The work comprises of:
- Best Practices;
- Co-ordination amongst activities having a strong link with low visibility operations such as; ATFCM, DMEAN, Safety;
- Develop procedures for using A-SMGCS Levels 1 & 2 in low visibility.
