The third AIM Congress was held in the Birchwood Executive Hotel and Conference Centre, Johannesburg 23-25th June 2009 through the kind sponsorship of ATNS, South Africa.
Building on the successes of the Global Congress in Madrid (2006) and the two Regional Congresses in Brussels (2007) and Singapore (2008), the Johannesburg Congress entitled “Implementing AIM” was designed to engage Africa and colleagues in other regions in the transition from AIS to AIM and the enabling of the digital data environment. Of particular note is the agreed African policy to create a Central African Database.

The series of Congresses have been and will continue to be designed to support the work of ICAO in achieving global change and ICAO is supporting and will participate in the event.
The Agenda reflected global issues whilst being tailored to region needs.
Similar to Singapore in June 2008, information workshops were held in the Aviation Training Academy (ATA) on Monday 22nd June 2009 . The subject material was divided in two sessions, one in the morning and one in the afternoon.
Also the Congress was accompanied by an exhibition.
